Weekly Fees, Delivery/PickUp, and Pumpouts for portable toilets  are usually grouped together by vendor under rentals.   However,  they may be considered a contract if the length of rental, volume of toilet rentals, or # of pumpouts  push the dollar amount to a point which would dictate a need for competitive procurement.
