To track equipment usage, the system, like FEMA grant requirements, requires time to be tracked to an operator (aka user).  To track time to a piece of equipment which does not require an operator, or will not validate against an operator's time card, it is necessary to create an operator called "no operator."   In the near future we'll be adding this non-person automatically.  Until then, in order to record time to a piece of equipment such as a generator, light tower, or portable building, you'll have to create a non-person user/operator.
