To comply with FEMA equipment-operator validation, equipment within the system is pre-coded with a designation as to whether the operator of the equipment can be using the equipment at the same time as another piece of equipment.   For example,  John Smith can not be using a chain saw and driving a truck at the same time.  However, he can be the operator of a truck and trailer at the same time.
