What is a Site?

A site has meaning both within the FEMA PA Program and within ER Assist software.  


FEMA PA program:   

Disaster -> State ->Region -> County -> Applicant ->Project -> Site ->Area 

Within the FEMA PA program, while areas are the lowest divisible unit to which damage may be grouped, Sites are the lowest tracked location (data-wise) to which damage is reported, and entered into a grant application.   Areas are sub-units of sites, however they do not have a separate data entry area, and areas only appear on 10% of sites.    An area without a site is just called a site.  


Sites are grouped together to become projects.   


There may be multiple sites per project (for Road Projects, there are usually 10 sites per project, and each road name is a site).  


 


ER Assist Software: 

Within www.erassist.com software, all time/equipment/expenses are tracked to a site level.  A site may be thought of as a Job or Location.  A site within the site module may not become a PA Program Site. 

Differences of “Site” between FEMA PA program and ER Assist software

Sites within erassist.com and the FEMA PA program are essentially the same, with a few minor differences:  

  1. sites within erassist.com may actually end up being associated to other funding agency grants or reimbursements (e.g. FHWA, NRCS, CDBG, Insurance), or may be used for regular time and equipment tracking as well.  

  2. Since expenses are tracked to a site level, we give every project a “main-level” site (aka project name, top level, or Site 0 (zero)) site.  This top-level site really isn’t a FEMA PA project-site per se, but it exists in the sites module to allow time recording to a project in general but not a site.  For example, the grader operator records his time to the County-line Road site for time spent grading the road, but the staff accountant records her time to the “County Road Repairs” Project-Level site for time spent scanning and uploading public works department timesheets for the road repair projects.

To access the Sites Module, first select an applicant/client on the left side of the page and then Click on Sites

ADDING A NEW SITE

To add a New Site,  click on the +New Site button located on the upper left hand side of the page


Fill out the fields in the page that opens.  Only the Site Name field is a mandatory field (as evidenced by the * next to Site Name) to fill out in order to be able to save.

This checkbox should be checked for all non-withdrawn non-closed out FEMA PA projects.   This field prevents reimbursible activities from being tracked/billed to non-reimbursible sites (e.g. site visit to overhead site)  



Site Areas

At this time, enter Site Areas as separate sites (example Site 1-a, 1-b,).  


ASSOCIATING A SITE TO EXISTING INFRASTRUCTURE

It is imperative for resiliency, disaster deductible, hazard mitigation, or maintenance tracking to associate project sites to the infrastructure module, so that all may know how many times a piece of infrastructure is damaged in storms.  

In the site form, you’ll see a structure box.  If the box is empty, you’ll need to associate a piece of infrastructure to the project site.   Click the plus sign in the structure box to add or change infrastructure.. ***Information below is example data***

A box will pop up prompting you to “Add Structure”. 

Click the drop down arrow, select the structure type  and then press ok.  You’ll see a drop down list to search of existing infrastructure or create a new structure.  


The mileage shown is the distance from your device gps. This will help those 

Selecting from existing structures- click the drop down arrow and search for the name of the structure you want to link. Click on the structure and press ok.  


Create a new structure- fill in all pertinent data and click save, save and close or save and add another. 

 

EDITING A SITE

 Once on the Sites grid, click on the site you would like to edit (you can use the filters or the search bar on the upper right side of the page to help find the particular site you want to edit). 

DELETING A SITE

Please note that once saved, a site can be edited but not deleted. 

Sites should not be ‘recycled’ or ‘reused’ as time/costs are associated at the system site id level.  


If a site truly needs to be deleted, submit a support ticket.  


ASSOCIATING A SITE TO A PROJECT

Sites must be associated to a project from within the project.  

  1. Click on an applicant/client in the dashboard on the left hand side. 

  2. Click the Public Assistance tab 

  3.  Click Browse Projects

  4.  Inside the projects module, click on the project you want to associate a site to. 

  5. Once you click on a project you will see the tabs Details, Sites, Costs, Administration and Files displayed. Click on the Sites tab.

  6. You will see Site/Area Location, Manage Sites, +Create New Site. Click Manage Sites.

  7. Once you’re in the Manage Sites tab you will see a Current Project Sites box on the left and an Available Sites box on the right. Locate the site(s) you want to assign to your project in the Available Sites box then drag and drop them into the Current Project Sites box. 

  8. Once you drag and drop the site into the Current Project Sites box, there will be a message in the top right hand corner saying “Site Added Successfully” letting you know that your work has been saved. 

  9. If you want to remove a site from inside the Current Project Sites box, click on the site and drag it back into the Available Sites box. All time/costs associated with the site will move with site when you move it.
